Valuation involves developing opinion of a stated standard of value of real property rights – the rights associated with real estate ownership and use. Real property rights are divided between public interests and private interests. Public interests or rights in real property are served through governmental rights of eminent domain, police power, taxation, and escheat.

The whole bundle of private real property rights is commonly called fee simple interest or estate. When the bundle of private real property rights is divided or separated, we have partial interests or less than fee simple interest or estate. Partial interests may fall into three main categories: economic/income, legal, and physical.
